District (AKA Submitting District) WSLS/ISES Data Collection

2003-04 and Beyond

For WSLS and ISES collection purposes, the data element "District" (also known as "Submitting District") is the code for the agency submitting the WSLS or ISES record. This code is generally the code for a school district under ch. 119 or ch.120, Wis. Stats. It may also be the code for a nondistrict charter school (under s. 118.40(2r) , Wis. Stats.), the WI Department of Corrections (DOC), or the WI Department of Health Services (DHS).

Your district is responsible for submitting WSLS, ISES and CWCS records for students who receive their primary PK-12 educational services either (1) directly from your district's employees or (2) from a third party (not another Wisconsin district) under the direct supervision of your district. Requirements that apply to school districts also apply to nondistrict charter schools. A more limited range of requirements apply to the DOC and DHS.

CHANGES: Beginning with 2006-07 ISES Year End records and 2007-08 ISES Count Date records, the WSLS/ISES data element "District" includes two additional education agencies: WI Department of Corrections (DOC) and WI Department of Health Services (DHS). DOC is the "District" required to submit WSLS and ISES records for students residing at and attending school in Type 1 juvenile correctional facilities (s. 938.02(19) and Type 1 prisons (s. 301.01 (5)). DHS is the "District" required to submit records for students residing at and attending school in DHS-operated institutions or facilities. This change does not affect the obligations of chapter 119/120 districts to serve, and submit WSLS/ISES records for, students in other facilities or institutions including but not limited to county jails or detention centers.

USES: The WSLS/ISES data element "District" is used to identify the district or nondistrict charter school that submitted the WSLS/ISES record for a student. "District" is usually, but not always, the district accountable for the performance and progress of the student and is usually, but not always, the district that counts the student for PI-1563 (membership) purposes. Additional data are collected in WSLS/ISES for accountability and (beginning with the fall 2006 ISES collection ) for unofficial preliminary membership reporting purposes.


ANSWERS TO QUESTIONS ABOUT (SUBMITTING) DISTRICT

  1. Primary PK-12 Educational Services Delivery Role. The district required to submit WSLS/ISES records is determined based on the district's role in the delivery of the student's primary PK-12 educational services rather than the location of service delivery, duration of services, existence of contracts/agreements, schedule for delivery of service, or student residency status. For more information, see below:
    • Location. PK-12 educational services might be received in a school building, library, hospital, county corrections, college, or any other location. Location of service delivery is not, in itself, a factor in determining the district responsible for submitting WSLS/ISES data.
    • Duration. A short-term (or long-term) change in the location of educational service delivery may affect the district responsible for submitting WSLS/ISES data if this change results in a shift in the primary PK-12 service delivery role from District A to District B. Short-term shifts often occur when students reside in a facility (e.g. county jail, county secure detention, mental health center, hospital, group/foster home, CBRF, etc.) in another district for awhile. The district in which the residential facility is located is legally obligated to provide educational services to the student residing in the facility as long as the placement was not for an educational purpose. Shifts in the primary PK-12 service delivery role from District A to District B for any given time period (whether it be for a 3 days or 3 years) are expected to be documented by exit dates from District A and enrollment dates in District B. Districts are not required to submit short-term shifts of less than 4 calendar days (96 hours).
    • Contracts/Agreements with Third Party Providers. Many districts arrange and supervise PK-12 educational services for enrolled students through agreements or contracts with Third Party Provider field to document these situations in ISES.
    • Schedule. PK-12 educational services include but are not limited to IEP services and may or may not be provided in standard full school day or standard full school week increments. For example, PK includes a wide range of services such as Title I preschool, Headstart, special education birth through age 2 programs and more. Actual face-to-face instructional time for certain PK programs might be very limited.
  2. Contracts/Agreements with Another School District. If a district has an agreement or contract with another Wisconsin school district to provide a student's primary PK-12 educational services, then the latter district is the district expected/required to submit WSLS/ISES data for the student.
  3. Students Completing a Requirement for Graduation. Students with modified schedules finishing a course or two for graduation under the supervision of your district should be included in WSLS/ISES if the students receive their primary PK-12 educational services through your district.
  4. Out-of-State IEP Placements. IEP-placements by WI districts near a state border occasionally result in contracts or agreements with out of state school districts. These out-of-state school districts are considered third party providers and the WI school district making the IEP-placement is responsible for FAPE and for submitting WSLS/ISES data.
  5. Expulsion. Pursuant to ,s. 120.13(1)(f), Wis. Stats., District B is not required to enroll a student during the term of his or her expulsion from District A. If District B chooses not to enroll a student in this situation, then district B does not submit WSLS and ISES records for the student.
  6. Multiple Districts Providing Services. For WSLS/ISES purposes, students should be submitted as enrolled in one and only one district at any given point in time. If a student receives services from multiple districts simultaneously, then the district that most directly supervises the primary PK-12 educational services for this student should submit data for the student. If the submitting district is not the district of residence, then use the Examples.
  7. Residential Care Centers. WSLS/ISES data for a Wisconsin resident student with disabilities residing at a Residential Care Center (RCC) should be submitted as follows:
    • If the student is receiving his/her primary PK-12 education on RCC grounds, then WSLS/ISES data should be submitted to WSLS by the district responsible for the student's IEP.
    • If the student's primary PK-12 services are provided off RCC grounds in the school district responsible for the IEP, then WSLS/ISES data should be submitted by that district.
    • If the student's primary PK-12 services are provided off RCC grounds by a school district other than the school district responsible for the IEP, then WSLS/ISES data should be submitted by the district providing these services.
    • If a student is a parentally-placed student with disabilities receiving his or her primary PK-12 education on RCC grounds, then WSLS/ISES data should be submitted by the school district responsible for the Services Plan. Parentally-placed students attending these private on-grounds RCC schools may have Services Plans but do not have IEPs.
  8. Norris. Norris is both a district and a RCC so Norris is responsible for submitting WSLS/ISES records in the same way as any other district. The district accountable for the outcomes of a student with disabilities submitted by Norris would depend on whether the student with disabilities resides at Norris (at the Adolescent Treatment Center) or in another district. If the student resides in another district, then the District of Residence field should be used to document this fact in ISES.
  9. Multi-District Charter Schools. All districts with students receiving their primary PK-12 educational services from a multi-district charter school (i.e. schools established under s. 118.40(3)(c), Wis. Stats.) should submit these students under the unique 9000 series school code which displays as part of their district in WSLS and ISES. More details are provided below:
    • Any charter school in the Department of Public Instruction's agency database that has been assigned a 9000 series school code is a multi-district charter school. The unique 9000 series school code is assigned to every district identified in the charter application for WSLS and ISES reporting purposes. (Note: if you look in the Wisconsin School Directory only the district serving as the charter authorizer will see it displayed.)
    • If the students previously attended another school in the district, the district would transfer these student to the multi-district charter school, unique 9000 series school code, just like they would a student that transferred from a middle school to a high school. This means in WSLS they would have to exit the student from the first school; then transfer the student to the multi-district charter school with the unique 9000 series school code.
    • When pulling reports in ISES, the multi-district charter school is one of the schools that can be selected for reports to be viewed; but it will display only the students from the reporting district.
    • If a district that could participate in a multi-district charter school has no students receiving their primary PK-12 educational services from the multi-district charter school for a given year, ISES will provide a warning that needs to be acknowledged to indicate this is true.
  10. Foreign Exchange. For WSLS/ISES inclusion purposes, we do not distinguish between students participating in foreign exchange programs and other students.
  11. Challenge Academy. Submission of WSLS/ISES records for any student enrolled at the Challenge Academy administered by the Department of Military Affairs depends on the role of the district in overseeing the PK-12 educational services provided to the student.
    • Students with disabilities enrolled at the Challenge Academy who have district IEPs should be submitted by these districts in WSLS/ISES.
    • Students enrolled at the Challenge Academy who don't have district IEPs (e.g. students without disabilities) should be submitted by the district where the student resided prior to enrollment in the Challenge Academy.
  12. State Aid. Note that WSLS/ISES are accountability systems and data collected are used for accountability purposes and not state aid (or PI-1563 membership) purposes. See also WSLS, ISES, and Membership.
