Individual Student Enrollment System (ISES) Calculated Fields and Codes

Listed below are key fields or codes that will be auto-generated by ISES. For some fields ISES will insert codes/values only if a field is null (district did not submit data)1. For other fields ISES will overwrite both null and non-null values if criteria are met (ISES provides an information message). Certain fields are not collected but are calculated by ISES based on other data in ISES or other DPI collections (district can download these data).

The field names below correspond to field names used in the 'TAG' column of the XML interface specifications and the 'HEADER' column of the CSV interface specifications. See Appendix B of these interface specifications.

CHANGES: Beginning with 2004-05 ISES Year End records, changes take effect for Exit Date, Exit Type, and Completed School Term. Calculations for Promotion, Long Term US Student, and Year Fully English Proficient initially take effect for 2004-05 ISES Year End records and 2005-06 ISES Count Date records.

COMPLETED_TERM
Year End Records

Completed School Term. COMPLETED_TERM indicates whether or not a student completed the school term during the school enrollment period covered by the ISES Year End record. For each Year End record, COMPLETED_TERM will be set according to these steps:

  1. If the student has a valid exit type (EXIT_TYPE) of HSC in his/her most recent Year End record, then COMPLETED_TERM will be set to Y.
  2. If COMPLETED_TERM is still blank/null after step one, then COMPLETED_TERM with be set to Y if the WSLS exit date (EXIT_DATE) is after the PI-12032 school term end date, or precedes the end date by no more than 7 days, or if no WSLS exit date exists. Otherwise COMPLETED_TERM will be set to N.

Uses: COMPLETED_TERM is one factor in determining dropout year, maximum age exit type, and the need for promotion indicator. Students who complete the school term count in the denominator in calculating dropout and retention/promotion rates.

Notes: If step one criteria are met, then ISES will overwrite null or non-null values. Otherwise ISES will insert values only if the field is null. See important information about the effect of changes in WSLS exit dates or school term end dates after the initial ISES-calculation of COMPLETED_TERM. COMPLETED_TERM=Y would typically be expected only in the most recent record for the school term. Students are expected to have no more than one record with COMPLETED_TERM=Y in any given district for any given year.

DISTRICT_ACCOUNTABLE
Year End and Count Date Records

District of Accountability. DISTRICT_ACCOUNTABLE is the district accountable for student outcomes which will be the DISTRICT submitting the ISES data, unless all the following criteria are met:

If these criteria are met, then the DISTRICT_ACCOUNTABLE is the District of Residence (DISTRICT_RES). Primary disability must be calculated prior to this field. For students with disabilities, this field denotes the FAPE agency.

Uses: DISTRICT_ACCOUNTABLE is the district accountable for student outcomes and is usually but not always the district submitting the student data. Most public reporting and adequate yearly progress will be based on DISTRICT_ACCOUNTABLE. An exception applies to droputs following an expected transfer (EXIT_TYPE=ETC) to another district (EXP_TRANS_DISTRICT <> submitting DISTRICT) because dropouts are determined by what happens after a student exits.

Notes: ISES calculates this field based on primary disability, district of residence, and reason out-of-district. In rare situations where FAPE is determined based on other factors, on-line changes in this field are possible as a last step before locking.

ENG_PROF_CODE
Count Date Records and, if COMPLETED_TERM=Y, Year End Records

English Language Proficiency Code. The English Language Proficiency (ELP) code will be calculated based on the student's Composite Proficiency Level (COMP_ENG_PROF_LEVEL) and Literacy Proficiency Level (LITERACY_PROF_LEVEL) from the most recent previous administration of the DPI-approved English Language Proficiency Test (i.e. ACCESS for ELLs). Refer to the business validation rules for more information.

 

For Year End Records with COMPLETED_TERM=Y, the most recent previous administration of the DPI-approved ELP Test occurs during the same school term as these Year End Records. For Count Date Records, the most recent previous administration occurs in the spring of the preceding school term.

Uses: ENG_PROF_CODE is used for disaggregated reporting, adequate yearly progress, WSAS status, Title III Accountability (Annual Measurable Achievement Objectives), acquisition of English proficiency, and the (115.96) Annual Census of Limited English Proficient Students.

Notes: ENG_PROF_CODE is calculated only if specific criteria are met. The LITERACY_PROF_LEVEL was not available within ISES until fall 2012 for calculation of ENG_PROF_CODE in 2012-13 ISES 3rd Friday of September records and in ISES Year End Records where COMPLETED_TERM=Y for 2011-12. The COMP_ENG_PROF_LEVEL was not available until spring 2006 and was not used by ISES for the purpose of calculating ENG_PROF_CODE in ISES Count Date Records until fall 2006 and in ISES Year End Records (if COMPLETED_TERM=Y) until 2007-08.

EXIT_DATE
Year End Records (prior collection year)

Exit date. ISES checks Year End records for the prior collection year that have COMPLETED_TERM=Y, no exit date, and no continuing year end records in current ISES collection year. For each year end record that meets all three criteria, ISES searches for this studentX/schoolX/enroll_date combination in WSLS. If there is an exit date in the WSLS record, then ISES adds that exit date to the ISES Year End records for the prior collection year and, if criteria are met, inserts an EXIT_TYPE. If exit type can not be determined, ODO (Other Dropout) will be added to the ISES Year End Record.

Uses: Inserting the missing EXIT_DATE identifies records from the prior collection year that require exit information, identifies possible summer dropouts, and updates IDEA exit reporting.

Notes: If EXIT_DATE is null in a prior year ISES Year End record, then ISES inserts an EXIT_DATE in this record to match the most up to date WSLS exit date.

EXIT_TYPE
Year End Records (selected codes for selected records only)

Exit type. All Year End records with an exit date must have an EXIT_TYPE. If a student was under 6 on the EXIT_DATE, then the EXIT_TYPE is set to BCA. Otherwise, if a district did not submit EXIT_TYPE HSC, PCC, or DE, then ISES will insert/overwrite based on the criteria listed below. (EXIT_TYPES BCA and PCC are valid beginning with 2004-05 Year End records.)

EXIT_TYPE=TC (transfer to WSLS-covered school) if a district did not submit EXIT_TYPE=MA and a student's school A enrollment record has an exit date (EXIT_DATE) and the student has a more recent WSLS school B enrollment period covering any dates between the EXIT_DATE from school A and the ISES count date.

EXIT_TYPE=MA (maximum age) if both of the following apply:
* the enrollment record has COMPLETED_TERM=Y for the most recently ended school term prior to the count date and
* MAX_AGE_YEAR is the school year prior to the count date.
Completed School Term and Max Age Year must be calculated prior to this field.

EXIT_TYPE=ETC (expected transfer to a new WSLS-covered school; not known to be continuing) if both the following criteria apply:
* EXIT_TYPE=TC and expected transfer district (EXP_TRANS_DISTRICT) <> null were submitted
* WSLS does not provide evidence of transfer before the count date.

EXIT_TYPE=ODO if criteria described under EXIT_DATE are met. (Possible full term/summer dropouts)

If EXIT_DATE is null, then ISES replaces any non-null EXIT_TYPE with null.

Uses: EXIT_TYPE is used to determine dropouts, dropout rates, high school completion rates, IDEA exit categories

Notes: If the above criteria are met, ISES inserts/overwrites null and non-null values/codes based on a student's WSLS enrollment history, completed school term indicator, max age year, and expected transfer district.

IMMIGRANT_T3
Count Date Records (beginning with 2008-09)

Immigrant (Title III). An indication of whether a student qualifies as an immigrant under Title III, Section 3301 (6) of the NCLB. Three criteria must be met:

  • Aged 3-21. Compare the student's birthdate in WSLS with the third Friday of September count date.
    • If the birth day/month is on or before the day/month of the 3rd Friday of September, then the year of the count date must >= the birth year + 3 and =< birth year + 21
    • If the birth day/month is after the 3rd Friday of Septebmer, the the year of the count date must be >= birth year +4 and =< birth year +22.
  • Not born in any state. The student's birth state code in WSLS must be ZZ (other - not any state).
  • In US schools for less than 3 consecutive full academic years. Years in US Schools must be 0, 1, or 2.

IMMIGRANT_T3 = Y if all three criteria are met. Otherwise IMMIGRANT_T3 = N.

Uses: Federal funding is based in part on counts of students qualifying as immigrants based on the above criteria. In this case, English language proficiency is not a factor. Data about student status as an immigrant are also required by the U.S. Department of Education for some disaggregated reporting.

Notes: ISES overwrites null values in this field based on WSLS birthdate, WSLS birth state, and ISES Years in US Schools. DPI does not require information on where a student was born outside the US; if the 'ZZ' code is used, the birth city may be provided (and used for WSLS matching purposes only) or listed as UNKNOWN. DPI does not collect information on the legal basis for any student’s current residence in the US (e.g. citizenship status, permanent residency, visas, etc.). {C}{C}

LONG_TERM_US
Count Date Records. This data element was first collected in 2005-06 and is replaced by YEARS_US_SCHOOLS beginning in 2007-08

Long-Term US Student Indicator. If ENG_PROF_CODE > 2, then LONG_TERM_US=null.
If English language proficiency code (ENG_PROF_CODE) =<2 and grade level placement (GRADE)<6, and long-term US student indicator (LONG_TERM_US) =null, then LONG_TERM_US=N. English Language Proficiency code must be calculated prior to this field. May be overwritten by user.

Uses: LONG_TERM_US affects the way the student is expected to participate in WSAS.

Notes: If LONG_TERM_US is null, ISES inserts an 'N' for selected records based on the student's English language proficiency code and grade level placement.

MAX_AGE_YEAR
Year End and Count Date Records

Final school year for student's inclusion in SPR and other statistics (i.e., student is 21 before the beginning of the next school term). Compare the student's birthdate in WSLS with the district's PI-12031 school term beginning date for the count date year in ISES. If the birth day/month is before the day/month of the beginning date of the district's school term, then the "MAX_AGE_YEAR" in the ISES data base would be the birth year + 21. If the student's birth day/month is on or after the day/month of the beginning date of the district's school term then the MAX_AGE_YEAR" would be birth year + 22.

Uses: MAX_AGE_YEAR is a factor in generation of ISES exit type maximum age (MA) which in turn affects high school completion rates. MAX_AGE_YEAR is last year of inclusion in SPR statistics

Notes: ISES calculates this field based on PI 1203 school term begin dates and WSLS birthdates.

MONTHS_IN_SCHOOL
Year End and Count Date Records

Continuous (or near continuous) enrollment of a student in a school, measured in months. Months begin to accumulate during the 2004-05 school term and accumulate from school term to school term. If during any school term or successive school terms a student exits then re-enrolls at the same school and the interruption in enrollment status exceeds a month, then MONTHS_IN_SCHOOL starts over at zero. See s. 115.001, Stats, for the definition of school term.

To determine MONTHS_IN_SCHOOL for each student-school combination, compare the school enrollment period(s) with the district's school term(s) as reported on the PI-12031. Count all overlapping calendar days. (Note that the overlap of interest is between the specific student-school combination and the school term.) If the student has multiple enrollment periods at the same school, then start with the earliest enrollment period at that school and continue through (1) the count date for a Count Date record or (2) exit date or school term end date, whichever occurs first, for a Year End record. Any break in a school enrollment period during a district's school term or successive school terms that is greater than 30 calendar days starts the count of days for that student-school combination over at zero. The number of months would be determined by dividing the accumulated calendar days by 30.

Uses: MONTHS_IN_SCHOOL is used to determine a student's "full academic year" status in a school, length of continuous enrollment at a school, English proficiency acquisition rate. 9.25 months=1 full academic year.

Notes: ISES calculates this field based on PI 1203 school term begin and end dates and WSLS enroll and exit dates. School is SCHOOL in the DISTRICT submitting, the WSLS/ISES data.

MONTHS_IN_DISTRICT
Year End and Count Date Records

Continuous (or near continuous) enrollment of a student in a district, measured in months. Months begin to accumulate during the 2004-05 school term and accumulate from school term to school term. If during any school term or successive school terms a student exits then re-enrolls in the same district and the interruption in district enrollment status exceeds a month, then MONTHS_IN_DISTRICT starts over at zero. See s. 115.001, Stats, for the definition of school term.

To determine MONTHS_IN_DISTRICT for each student-district combination, compare the district enrollment period(s) with the district's school term(s) as reported on the PI-12031. Count all overlapping calendar days. (Note that the overlap of interest is between the specific student-district combination and the school term.) If the student has multiple enrollment periods in the same district, then start with the earliest enrollment period in that district and continue through (1) the count date for a Count Date record or (2) exit date or school term end date, whichever occurs first, for a Year End record. Any break in a district enrollment period during a district's school term or successive school terms that is greater than 30 days starts the count of days for that student-district combination over at zero. The number of months would be determined by dividing the accumulated calendar days by 30. Months in district is cumulative from year to year. For 2r charter schools MONTHS_IN_DISTRICT will equal MONTHS_IN_SCHOOL.

Uses: MONTHS_IN_DISTRICT is used to determine a student's "full academic year" status in a district, length of continuous enrollment in a district, English proficiency acquisition rate. 9.25 months=1 full academic year.

Notes: ISES calculates this field based on PI 1203 school term begin and end dates and WSLS enroll and exit dates. District is the DISTRICT submitting the WSLS/ISES data.

MONTHS_IN_STATE
Year End and Count Date Records

Continuous (or near continuous) enrollment of a student in the state, measured in months. Months begin to accumulate during the 2004-05 school term and accumulate from school term to school term. If during any school term or successive school terms a student exits then re-enrolls in a WSLS-covered school and the interruption in enrollment status exceeds a month, then MONTHS_IN_STATE starts over at zero. See s. 115.001, Stats, for the definition of school term.

For each student, compare the WSLS enrollment period(s) with the relevant district school term(s) as reported on the PI-12031. Count all calendars days in the WSLS enrollment period(s) that overlap with days between the school term begin and end dates. If the student has multiple enrollment periods in WSLS, then start with the earliest enrollment period and continue through (1) the count date for a Count Date record or (2) exit date or school term end date, whichever occurs first, for a Year End record. Any break in enrollment period during the school term or successive school terms that is greater than 30 days starts the count of days for that student over at zero. Months in state is cumulative from year to year. The number of months would be determined by dividing the accumulated calendar days by 30.

Uses: MONTHS_IN_STATE is used to determine a student's "full academic year" status in the state, length of continuous enrollment in the state (any combination of WSLS-covered schools), English proficiency acquisition rate. 9.25 months=1 full academic year.

Notes: ISES calculates this field based on PI 1203 school term begin and end dates and WSLS enroll and exit dates.

POSSIBLE_FTD
Year End Records

Possible Full Term Dropout. A POSSIBLE_FTD is a student who completed the school term associated with a year end record in the most recent previous ISES collection but who is not known to be continuing in the next school term. Records for these students from the previous collection are identified by ISES and added to the current collection so affected districts have an opportunity to update exit information from the previous collection in the current collection. Data that might be updated if conditions are met include certain EXIT_TYPEs, expected transfer districts or schools, EXP_TRANS_RESPONSE, and RETURN_REG_ED indicators. Also the OPTIONAL field can be updated.

Uses: POSSIBLE_FTD is used to determine dropouts, dropout rates, and IDEA exit categories

Notes: ISES calculates this field. Only modifications relating to possible dropout status can be made to the Possible Full Term Dropout record because other data included in the record are final and have been used for public reporting purposes. For example, any changes made in WSLS demographic data (gender, race/ethnicity, and birthdate) since the close of the previous ISES collection will not be reflected in the Possible Full Term Dropout record

PRIM_DISAB
Year End and Count Date Records

Primary Disability. PRIM_DISAB=N if one of the following applies:

  • Student is 21 or older prior to the school term begin date.
  • (Count Date Records) Student is not yet 3 on the count date.
  • (Year End Records) Student is not yet 3 on the exit date or school term end date whichever occurs first.

Uses: PRIM_DISAB is used for disaggregated reporting, adequate yearly progress, WSAS status, IDEA exit reporting, and identification of the accountable district

Notes: If criteria are met, ISES will overwrite null and non-null values of PRIM_DISAB with 'N' based on PI-12031 school term begin dates and WSLS birthdates.

PROMOTION
Year End Records

Promotion/advancement to a Higher Grade. PROMOTION occurs when a student has made sufficient progress over the course of the school year to advance to a higher grade level. PROMOTION does not apply if COMPLETED_TERM=N or if EXIT_TYPE=HSC or PCC or GRADE < KG.

If COMPLETED_TERM=Y, EXIT_TYPE<>HSC/PCC, and GRADE >=KG, then PROMOTION is set as follows:

  1. Compare the previous and current count date record. If the current count date record includes a grade level placement (GRADE) higher than the previous Count Date record, then PROMOTION=Y. If GRADE is equal or lower than previous Count Date record, then PROMOTION=N.
  2. If no current count date record exists, and if the GRADE=12 in the previous Count Date record, then PROMOTION=N.

If COMPLETED_TERM=N, EXIT_TYPE=HSC or PCC, or GRADE < KG, then ISES replaces any non-null PROMOTION data with null.

If the student is Parentally Placed Private, then PROMOTION=X, which notes that this element is considered Data Not Required.

Uses: PROMOTION is used for retention/grade advancement reporting. Retention/grade advancement data are not publicly reported for students at K3, K4, or PK grade levels.

Notes: In 1. and 2 above, if PROMOTION is null then ISES inserts a code based the grade level placement submitted in current and previous Count Date records. ISES will overwrite non-null values if DISTRICT for previous and current Count Date records and DISTRICT with Year End record where COMPLETED_TERM = Y are the same and PROMOTION value submitted conflicts with these other ISES data. ISES will also overwrite non-null values if DISTRICT for previous Count Date record with GRADE=12 and DISTRICT with Year End record where COMPLETED_TERM=Y are the same. Remember that fields are calculated by ISES only if specific criteria are met. See intro paragraph on this page.

RECORD_TYPE
Count Date Records

Record Type. The status of the student's school enrollment record will be reflected in the RECORD_TYPE field. When a student has a single school enrollment record that overlaps a count date then RECORD_TYPE=CD. When a student has multiple school enrollment records that overlap the count date, e.g. 3rd Friday of September, only one record will be assigned RECORD_TYPE=CD and all other records will be assigned RECORD_TYPE=CDN. ISES assigns RECORD_TYPE=CD to the record that has no exit date. If all records have an exit date, then ISES assigns RECORD_TYPE=CD based on the following criteria applied in order until one criterion is met: {C}{C}

  1. The record has the most recent exit date.
  2. If multiple records have the same exit date, then the record has the most recent enroll date.
  3. If multiple records have the same enroll date and the same exit date, then the record has the most recent create date in WSLS.

All other records have RECORD_TYPE=CDN.

Uses: RECORD_TYPE is used for Count Date enrollment reporting

Notes: ISES calculates this field based on WSLS enroll and exit dates.

RETURN_REG_ED
Year End Records

Return to Regular Education. This field indicates whether or not a student who was previously identified as a WI IDEA-eligible student is continuing to receive educational services in an approved WI program as a regular education student (no longer IDEA-eligible).

RETURN_REG_ED=Y in record X if both the following criteria are met:
* PRIM_DISAB=N in record X and
* PRIM_DISAB<>N in record X-1.

RETURN_REG_ED=N in record X if all the following criteria are met:
* PRIM_DISAB<>N in record X and
* EXIT_TYPE<>TNC in record X and
* PRIM_DISAB<>N in record X-1.

RETURN_REG_ED=null in record X if:
* PRIM_DISAB=N in record X-1 or no record X-1 exists and
* either (a) PRIM_DISAB=N in record X or (b) both PRIM_DISAB<>N and EXIT_TYPE<>TNC in record X.

X is the sequence number of the student's Year End record. For all Year End records with exit dates, the sequence number is determined based on WSLS exit date. Sequence numbers for records with the same exit date should be determined based on enroll date. Sequence numbers for records with the same exit and enroll date should be determined based on WSLS create date. Sequence numbers for records with the same exit, enroll, and create dates, should be determined based on collection year. Earlier dates/years have lower sequence numbers. A record with an exit date should be treated as earlier than any record without an exit date.

Uses: RETURN_REG_ED is used for IDEA exit reporting. {C}{C}

Notes: Unless EXIT_TYPE=TNC and PRIM_DISAB<>N, ISES overwrites null and non-null RETURN_REG_ED values with 'Y', 'N', or null based on primary diability and exit type is successive year end records. If student has EXIT_TYPE=TNC and if PRIM_DISAB <>N, then user must provide RETURN_REG_ED =Y or N.{C}{C}

RETURN_REG_ED
Count Date Records

Return to Regular Education. This field indicates whether or not a student who was previously identified as a WI IDEA-eligible student is continuing to receive educational services in an approved WI program as a regular education student (no longer IDEA-eligible).

RETURN_REG_ED=Y if both the following criteria are met:
* PRIM_DISAB=N in record X and
* PRIM_DISAB<>N in record X-1.

RETURN_REG_ED=N if both the following criteria are met:
* PRIM_DISAB<>N in record X and
* PRIM_DISAB<>N in record X-1.

RETURN_REG_ED=null if one of the following criteria are met:
* PRIM_DISAB=N in record X-1 or
* No record X-1 exists.

SCHOOL_ACCOUNTABLE
Year End and Count Date Records

School of Accountability. SCHOOL_ACCOUNTABLE is the school accountable for student outcomes and is usually but not always the SCHOOL submitting, or SCHOOL in district submitting, the ISES data unless all the following criteria are met:

In these cases the SCHOOL_ACCOUNTABLE=school in residence district (SCHOOL_RES). Otherwise the SCHOOL_ACCOUNTABLE=SCHOOL. Primary disability must be calculated prior to this field. For students with disabilities, SCHOOL_ACCOUNTABLE is a school within the FAPE agency.

Uses: SCHOOL_ACCOUNTABLE is the school accountable for student outcomes and is usually but not always a school in the district submitting the student data. Most public reporting and adequate yearly progress will be based on SCHOOL_ACCOUNTABLE. Exceptions apply to certain dropouts with EXIT_TYPE=ETC. If an ETC dropout follows an expected intradistrict transfer and the submitting DISTRICT <> DISTRICT_ACCOUNTABLE, then SCHOOL_ACCOUNTABLE is still accountable for the dropout. However, the EXP_TRANS_SCHOOL is accountable for ETC dropouts following an expected intradistrict transfer where the DISTRICT_ACCOUNTABLE=submitting DISTRICT. Also, EXP_TRANS_DISTRICT (no school) is accountable for ETC dropouts following expected interdistrict transfers (depending on the expected transfer response).

Notes: ISES calculates this field using SCHOOL, SCHOOL_RES, PRIM_DISAB, DISTRICT, DISTRICT_RES, and REASON_OOD. In rare situations where FAPE is determined based on other factors, on-line edits are possible as a last step before locking.

YEAR_FULLY_EP
Year End and Count Date Records (selected records only)

First full school year that a former ELL student spends as a fully English proficient student.

For Count Date (CD) records YEAR_FULLY_EP would be determined as follows:

  1. If the ENG_PROF_CODE is not 6 then YEAR_FULLY_EP will be null.
  2. If the ENG_PROF_CODE is 6, then ISES inspects the YEAR_FULLY_EP value from the most recent previous CD record that exists for the student. If the YEAR field in the current CD record is X, then the most recent previous CD record is the one with X-1 in the YEAR field assuming that record exists for the student. Otherwise, a CD record for an earlier YEAR would be used.
    • If YEAR_FULLY_EP is not blank in the most recent previous CD record for the student, then YEAR_FULLY_EP in the current CD record will be the YEAR_FULLY_EP in the most recent previous CD record.
    • If YEAR_FULLY_EP is blank in the most recent previous CD record or if no previous CD record exists for the student, then YEAR_FULLY_EP in the current CD record will be the value in the YEAR field of the current CD record.

For Year End (YE) records YEAR_FULLY_EP would be determined as follows:

  1. If the ENG_PROF_CODE is not 6 then YEAR_FULLY_EP will be null.
  2. If the ENG_PROF_CODE is 6, then ISES inspects the YEAR_FULLY_EP value from the most recent previous CD record that exists for the student. If the YEAR field in the current YE record is X, then the most recent previous CD record is the one with X in the YEAR field assuming that record exists for the student. Count Date Records

Years in US Schools. YEARS_US_SCHOOLS is the number of consecutive full academic years a student has been enrolled in one or more schools in any one or more States.

If YEARS_US_SCHOOLS is null and either BIRTHSTATE (WSLS) = 'ZZ' or ENG_PROF_CODE = 1-5, then:

  1. If MONTHS_IN_STATE < 9.25, then YEARS_US_SCHOOLS = 0.
  2. If MONTHS_IN_STATE >= 9.25 and < 18, then YEARS_US_SCHOOLS = 1.
  3. If MONTHS_IN_STATE >= 18 and < 27, then YEARS_US_SCHOOLS = 2.
  4. If MONTHS_IN_STATE >= 27 and < 36, then YEARS_US_SCHOOLS = 3.
  5. If MONTHS_IN_STATE >= 36 and < 45, then YEARS_US_SCHOOLS = 4.
  6. If MONTHS_IN_STATE >= 45, then YEARS_US_SCHOOLS = 5.

Uses: YEARS_US_SCHOOLS used for assessment, accountability, federal funding and reporting purposes.

Notes: Beginning with 2008-09 Count Date Records, if YEARS_US_SCHOOLS is null and either BIRTHSTATE (WSLS) = 'ZZ' or ENG_PROF_CODE = 1-5, then ISES inserts this field based on MONTHS_IN_STATE.

 

1ISES will insert codes/values in certain fields only if the fields are null. If the ISES calculation of, for example, field A uses other data from ISES, WSLS, or some other collection, and if districts later change the data used in calculating field A, then ISES will not recalculate the codes/values for field A unless the district changes field A back to null. Districts are strongly encouraged to ensure that WSLS exit dates, PI 1203 school term end dates, and other key data used in ISES calculations are complete and accurate prior to uploading or creating ISES records.

 

2Throughout the document PI-1203 is referenced to determine the district school term start and end dates. If these data are not available for the school term in question, then the previous year's data will be used.
